Rule 18.3a “If a ball may be lost outside a penalty area or be out of bounds, to save time the player may hit a provisional ball under penalty of stroke and distance.” If your ball heads towards a penalty area and cannot be lost outside of it, you must proceed to where the ball last crossed the edge of the penalty area, and take your penalty area options there under Rule 17.
