When a Committee have installed a device to stop a ball from being holed under the Rules of Golf, how do you determine when a ball is ‘holed’?

Due to the pandemic, this situation can be quite common.
The answer of what is ‘holed’ during this alarming world health occurrence will be determined by the Committee in charge of the competition, as it will be each individual Committee that installs these different devices for government regulations.
.
My personal opinion would be that this would not be holed, as it would be far to hard to determine whether the ball struck the foam/flagstick/hole or not.
