I play public courses all the time and none are in as bad shape as this one. How did you manage to find such a goat track? I bet the course record was set when the course surfaces were in good condition, on a good day, in good weather.

Play Airways in Fresno Again or Riverside Golf Club in Fresno. You know them both and will have a great shot at beating the course record.
