You can tell that guy in green knows none of the rules
OK you can't remove frost (but who allows play on frost covered greens anyway)…but what about snow? It's rare but here in Ottawa you can get snow when it isn't cold enough to freeze the course and it will melt away except for shaded greens. Makes it <1 on the stemp meter…unputtable…we just foot shovel a path to the hole.
