You can take relief from a cart path if your ball lies on or touches the path, or if the path interferes with your stance or swing. You're entitled to free relief by dropping within one club length of the nearest point of complete relief, no closer to the hole. Looks to me like any way you try to hit this ball your stance is in the cart path so you’re entitled to relief.
