Under the official USGA/R&A rules, a ball is not "holed" unless it comes to rest within the circumference of the hole and the entire ball is below the surface of the putting green. If it hits the bottom and pops back out, you must play the ball from where it landed.
If had a buck for every time I fixed a ball mark right next to the hole.I would have a hundred dollars.

The key phrase in a ruling about such a situation is "comes to rest'.
In this case, the ball never came to rest anywhere near the hole, therefore it is still in play.
