A bird’s nest is considered an “abnormal course condition” (specifically an “animal hole” even though it’s not actually a hole) to which you’re entitled to free relief. However, it doesn’t look reasonable to play the shot even if the bird’s nest wasn’t there. If that’s true, you’re taking an unplayable (you can’t take free relief even if there is an abnormal course condition affecting your shot if it wouldn’t be reasonable to take a stroke if the abnormal course condition weren’t there). Here, the branches seem to make it unreasonable to attempt to play the ball as it lies even if the bird’s nest weren’t there.
If you could reasonably play a shot from the current lie, you’d get free relief.
