The girl on top refuses to acknowledge him and continues with her submission. The girl on bottom is listening to the ref, knows they're out of bounds, and is trying to get the girl on top to stop submitting her.

HE interrupted the fight at 37 or 38 seconds into the video she tapped at 39 It was hardly audible over the noise so you didn't hear it but the arm gesture was there.

The referee repeats the command to stop, and only after a few seconds — when she taps — do they finally release. The referee handled the situation correctly.
The referees a liar and a cheat because if it was out of bounds to begin with he should have broke them apart and reset them in the middle it was so blatant everybody involved in that needs to be fired and I mean for life not for a match not for one tournament for life there must be no room for cheaters and Liars
