As Knoxville’s urban core continues to develop, the boundaries of “downtown” continue to expand. Inside of Knoxville’s coverage has broadened to explore these broader geographic areas and the projects that enhance Knoxville. Hall of Fame Drive, with nearby Covenant Health Park and the Old City, is becoming more connected to downtown Knoxville. Driving down Hall of Fame to my day job for the past two decades, I’ve seen little development.

With the purchase and redevelopment of three buildings that have stood vacant and deteriorating in the 700 block, this quiet drive is about to start moving forward.

Eddie Shainin of Paragon Development has purchased and is currently nearing completion of the first two buildings. If Shainin and Paragon sounds familiar, they are the team behind new town homes on Central, which Inside of Knoxville covered recently. Shainin told me that the first two, connected buildings were “vacant for probably 20 years or 15 years. It was a moldy, very bad building. We just gutted it to the block, not even the studs. There’s no wood left inside and [we] rebuilt the whole thing. So everything is brand new: electrical, mechanical, plumbing, every wall, every room is brand new.”

One of the connected buildings, an 8,000 square foot, two-story building, will house Regus, an international shared office space company. The connected, one-story building next door will house locally-owned and developed Southern Swing Golf Club. Shainin will redevelop the third building in the same block in the next phase. A large lot behind the buildings will provide parking for employees, customers and visitors and is framed by the Norfolk Southern Railway tracks (I love trains and got to grab a photo carrying a long trainset of freight cars). Employees will access the building from the Hall of Fame elevation, which will be refreshed with new features and landscaping. The public will enter from the rear elevation.

Southern Swing Golf Club

Southern Swing Golf Club will be the first business to open in the development. The 24/7 facility offers members of all skill levels a place to train and play golf, gather and watch sports, with two lounges, a spacious lobby, a snack and coffee bar, and opportunities to train with a PGA Golf Pro. Owners Kevin Rhoderick and Steve Kline met by chance during a preview round at Holston Hills Country Club in 2021 and quickly became regular playing partners. Rhoderick, a former professional baseball player drafted by the Chicago Cubs, moved to the Knoxville area to play for the Smokies before finishing his baseball career in 2013. He later transitioned into professional golf, a sport he had played at Holston Hills during his baseball career.

Kline played college golf for Vanderbilt in the 1990s, returning home to work for his family business as Economic Data Analyst and eventually Chief Economist. Retiring in 2021, Kline “was looking for a course to join as a national member. I knew about Holston Hills, because I played in their invitational back in college. And that’s what brought me to Knoxville, solely to join Holston Hills.” Kline thought it would be fun to caddy for a professional golfer and found his chance with University of Tennessee Golf alumnus, All-American and professional golfer David Holmes, whom he met through Rhoderick. He caddied for him during the second round of the Knoxville Open and beyond for a couple of years. Holmes retired recently and will offer training independently of Southern Swing. Golfers wishing to improve their game will directly pay Holmes and have access to the facility’s technology with or without a membership.

The concept for Southern Swing was born in a small practice room that offered a small turf and a net at Holston Hills. The space accommodated five people with one player hitting a ball and four watching while a lines formed to access the room. The pair thought, “It would be nice if we had our own place where we could do this, where it’s a little nicer, a little more comfortable, and we can hang out together.” After a snowstorm last year and no ability to play on a course, Rhoderick formed a plan. He reached out to Kline in March, 2025 with the concept for Southern Swing. The partners explored multiple spaces throughout the city and met Shainin who showed them the unrenovated Hall of Fame space, which still had walls rather than the open floor plan needed for their concept.

Rhoderick wasn’t convinced at first, but Kline told him “This has the bones. I have some design software at home just to fool around with. And I said, let me get the floor plan, Kevin, and I’ll show you where everything can go.” Citing proximity to Interstate 40, the Fourth and Gill community and Covenant Health Park, Kline and Rhoderick feel that this section of Hall of Fame is taking off.

One of the most advanced features of the 7,600-square-foot space is its four golf simulator bays. Each bay uses Foresight Golf technology paired with GS Pro, allowing players to train or play famous courses with friends. Shots are tracked in real time, providing data on trajectory, distance, speed and club performance. GS Pro offers more than 1,500 real and community-created courses. According to Rhoderick, nine holes typically take about 30 minutes since players do not walk between holes. Most users become comfortable with the system after one or two sessions, and a friend tested and completed an 18-hole simulation of Augusta National in under an hour.

Members who work nearby could easily play nine holes on a lunch break, and 24-hour access allows workers with non-traditional schedules to play overnight. An additional software package will allow Southern Swing to host leagues and tournaments. Rhoderick also noted that friends attending a Smokies game or One Knox match could easily come down Hall of Fame to play nine holes after the event ended.

The other, very visible technology is a 13′ by 36′ putting green, powered by PuttView technology. Kline said that only 2% of golf clubs in America feature the tech. As seen above, the topography of the putting green is projected along with breaks for each putt. Puttview uses high speed cameras to track your putts and then provide real-time feedback to improve what the pair describes as “a tough thing to do.”

Other amenities include two lounge areas, one featuring two, 100 inch televisions and comfortable seating, with both couches and chairs as well as high-top table seating. The other lounge features four 100-inch televisions configured as a square. The team calls it the “quad box,” and Rhoderick said that Best Buy in Knoxville had never done a configuration like it before. Four games can be played or, for major sports events, the game will display on one large screen. Lounges can fit around 50 members total, and 11 televisions total are mounted around the total space, including the lobby, which also features seating.

A snack bar will allow members to purchase “golf snacks” like jerky and non-alcoholic drinks as well as branded apparel. Members can BYOB and will also have access to a complimentary coffee bar featuring locally-sourced beans from Likewise Coffee on nearby Magnolia Avenue. Paris Woodhull is creating a mural for the interior wall featuring all of Knoxville’s golf courses with Southern Swing at the center.

Reservations and access to the building will be accessed through a custom app. Special events and other information about tournaments and will be delivered through the app and Southern Swing’s website and social media. Special events for members will be planned, often timed to special events like the Masters Golf Tournament. A series of open houses in the first two weeks will be announced for the public to preview the space as potential members. Other events may feature food trucks in the parking area and more.

Membership fees include a one-time initiation fee of $499 and a monthly fee of $299. Members have unlimited access to the facility and all events for the monthly membership fee. Rhoderick and Kline told me that, all final inspections and permits pending, they hope to open next week (from the time of this publication). The first 50 members will receive a special gift with their membership, and the team noted that they have already been contacted by several potential golfers prior to memberships opening.

Regus Shared Office Space

Regus is an international, shared office company that has been expanding in the Knoxville area with two locations in Knoxville and a recently opened building in Oak Ridge, developed by Shainin. They are the largest shared office space company in the world right now. Regus’ concept allows you to rent a room, desk, conference room, or whatever you need for the day.  Companies can have permanent spaces for their offices, ranging from an office to an entire floor. Offices are configured from smaller, one desk configurations through larger, multi-desk rooms. Rentals can range from two to three years down to one or two weeks. The Regus concept also allows renters to use their facilities in any city in which they offer services. As an example, a California-based renter can pay a small fee for a conference room in Knoxville should they need to conduct business with access to all shared amenities.

The Hall of Fame building will feature over 30 offices with a staffed front desk during business hours and elevator access between floors. Shared elements of the building will feature conference rooms, a kitchenette on each level, coffee and a copy center with wi-fi included. Progress at the facility was very evident on my visit. The Regus building is expected to open in mid-April to early May, 2026, pending permits.

Future Development of Third Building

The third building that housed the Fraternal Order of Police for ten years will be developed in the future. Shainin said that they are exploring options and potential businesses that might occupy the space.
