  1. On the one hand the PGAT want those players to play for them so they cannot shut them out forever. On the other hand they want to deter people from leaving them so they need to put a fine on them. This ofc is not a free market approach, at all.
    Another issue is the supposed merger/collaboration between those tours. It seems the PGAT want to sit this one out and hope for LIV to go away.
