He had defeated reigning champion Mo Lindsay in a thrilling semi-final with Jones overcoming Moray’s Richard McPherson to reach Friday afternoon’s finale.
There was also success in the handicap matchplays for Glenn McGough, who took the Fraser Cup and current Elgin Golf Club manager John Duguid in the Capri Tray.
Proctor got off to a bad start in the Grant Cup final when he lost the opening three holes to Jones.
But he recovered quickly, winning three of the next four holes to level things up.
Proctor was two up after 13 and there was no way back for Jones.

The winner had defeated cup holder Lindsay in the morning, a victory on the 16th for a 3&1 success.
Jones was one up on McPherson at the turn and raced four clear by the 14th, eventually winning 5&3.
Schoolboy Charlie Allan’s brilliant run to the Fraser Cup semis was ended by eventual champ McGough, who went 4 up after nine homes and went on to record a 5&4 success over the brave youngster.
He was never behind in the final against fellow Forres member Rab Thorburn, who won four holes but McGough’s victory at the 14th and 17th secured a 3&1 triumph.
Thorburn proved too strong for St Andrews golfer Chrispope Abhiteachapan in the semis.

Duguid was another who overcame an early deficit in the final of the Capri Tray, as fellow Forres member Andy Robertson won the first two holes.
But a spectacular run of five straight hole victories put Duguid in command and he never looked back on the way to a 3&2 victory.
Duguid also lifted the Forres Cup, Jones took the Stevenson Cup while the Dr Adam Trophy was won by Richard McPherson, Ian Macaulay and Stuart Robertson.
