Alex, in that video (which was when his swing was the best version he had), that particular clip came when Butch told Tiger to show the host what his “old swing” was before working with Butch.
Tiger asked “you mean the olé swing”? and that’s when he demonstrated what you showed.
He explained that’s a common swing fault you see in junior golfers because it called for a quick release of the hands to get a larger draw for more distance. This is the swing Tiger had during his US Amateur career domination. It would lead to a lot of snap hooks, but the brilliance of his recovery shots, short game and putting we’re the great equalizers.
But, when he turned Pro, they had to tweak that. Tiger went on to say that “now I try to NOT turn my hips open and swing down with my arms. Of course they will turn, but that’s my feel.”
The bottom line is the clip you showed is what he was saying he did NOT do anymore, not an example of what he was doing at that time. I think it was when he left Butch and started working with Sean Foley and restricting his hips going back, that was what led to his back problems (the same way it did to Jason Day). I was shocked it took as long as it did for Wil Zatoris to develop back issues, because if you just look at his swing at impact, it will hurt your own back.
The next golfer I worry about is Justin Thomas. Too much torque for someone of his stature.

Your actual shot is nothing like the broken down parts. Over exaggerated in the 3 steps, especially the “lower” bit and it’s just totally confusing, your worst drill ever.
