Just have a free drop area. It’s rediculous to expect players to stand on the edge of a cliff. They give free relief for fire ants for heavens sake.

Should be a local rule that says that any ball retrieved is allowed a free drop behind a line.

While changing the penalty line won’t do anything, they could make the penalty area also a no play zone, which the rules clearly state could be made to protect players from danger.
