KAMSACK — Bylaws regulating the use of snowmobiles, golf carts, all-terrain vehicles and e-scooters were adopted by Kamsack town council at its regular meeting Dec. 15.

The bylaws came into effect as soon as they were adopted by council.

Snowmobiles may only be used on designated trails within the municipality and back lanes, or on a highway if a back lane is not available, from a person’s residence to the closest point out of town, and from the registered trail to a gasoline station and back again by the most direct route, with the exception of Third Avenue South (main street), Queen Elizabeth Boulevard and Nykolaishen Drive, except to cross.

Snowmobiles must be registered and licensed with SGI, must have a minimum of $200,000 liability insurance and may not be operated between 10 p.m. and 8 a.m., nor at a speed greater than 20 km/h. Drivers must be 16 years of age with a valid driver’s license. The exception is for police and bylaw enforcement officers while on duty or town employees, including members of the fire department in exercise of their duties. This exception exists in case there is an emergency or during events approved by the municipality.

Golf carts, self-propelled vehicles with three or more wheels that are limited to a speed of 24 km/h, may be operated by non-intoxicated persons of at least 16 years of age who hold a valid Class 7 driver’s licence. They may only be used on back lanes for the most direct route from one’s residence to Riverside Golf Course and back again, with the exceptions of main street, Queen Elizabeth Boulevard and Nykolaishen Drive, except to cross.

The golf carts must have a “slow-moving vehicle” sign, a seat for each passenger and may be operated only during daylight hours. Exceptions, similar to the snowmobile bylaw, apply. Contravention of the bylaw may result in fines from $100 to $1,000.

The ATV bylaw regulates the use of all-terrain vehicles. ATVs may not be driven within town limits except for snow removal or landscaping. The driver must be 16 years of age, have a valid driver’s license and drive in the most direct route from the person’s property to the location of the landscaping Exceptions include police and bylaw enforcement officers and during an emergency or approved event.

The e-scooter bylaw applies to the use of a small recreation vehicle that is unenclosed, has up to four wheels, no pedals but a platform on which to stand. It does not have a seat or a surface that can be used as a seat, but has a handlebar for steering, a maximum speed of 24 km/h and a weight of 45 kilograms or less, including battery and motor.

Again, the e-scooters may only be used on back lanes or on roads whose speed limit exceeds 50 km/h, except to cross. An exception exists for Main Street, the boulevard and Nykolaishen Drive. The devices may not have passengers, may be operated no greater than 20 km/h and only during daylight. The driver must be at least 16 years of age and wearing a helmet. The bylaw has exceptions for police, bylaw enforcement officers and for use during events approved by the municipality. Contravention of the bylaw may result in fines from $100 to $1,000.
