This is how I would book Punk:
1.) Beat Seth at the steel cage match. End the feud.
2.) Call in his favour with Heyman to keep Seth away from him at all cost at Mania using the bloodline/Roman – perhaps making Roman feud with Seth at WM41. Heyman is not a decision maker in WWE so he can't pull strings to get him to main event.
3.) Cody Rhodes gets beaten down by the Rock and Cena on the road to WM41 . He calls on CM Punk to be his tag team partner on Night 1 of WM41 main event. Punk finally gets his first ever WM main event but in night 1
4.) Punk should not win the title this Wrestlemania as it makes the storyline to predictable. he should probably win in after summerslam by beating Cody/Cena.
5.) Punk wins the Royal Rumble/EC next year to get a shot at the WWE title and wins it at the WM42.
Bottomline is Punk doesn't exactly need a title but he should be given the chance to main event at least WM night 1 or 2.
But he will not be able to have a shot at the title this year at WM. that itself is very clear. Jey is obviously fighting Gunther and Cody will square off against Cena.
