That's because the OTT you preach is NOT the true definition of an over the top. Just because a backswing is flatter and the downswing path is slightly more upright, it is NOT the OTT affliction that hurts so many swings.
Your "methodology" is a swing path that instructors call Over The Top FROM THE INSIDE!!! There are many ways to get to the proper impact.
Jim Furyk, Matthew Wolf and Ryan Moore all take the club dramatically outside before bringing it inside, whereas, Bobby Jones's downswing was slightly on the outside his backswing but INSIDE the desired path to impact (and his action was a result of the use of hickory shafts).
No matter what the goal is to get to impact with the club coming from the inside (there have been a small handful of golfers that may have come slightly from the outside, but only because they predominantly played a Fade).
The OTT move that hinders the average golfer is where they cast the club from the top and thrust their right shoulder ahead of their lower body, causing the club's path to go OVER THE TOP OF THE BALL – the swing path is coming from well outside of the ball.
While it may be true that some golfers might find it easier to come into impact from the inside from having their downswing coming ever so steeply than their backswing into the ball, that doesn't make it a "MIRACLE SWING". 🙄
It also can lead to as many real Over the Top swings that could be damaging to their game.

No need to go OTT if 1. Arms are on plane going back and 2. The arms width isn't narrow at top of swing.
Regardless of backswing the main game is consistently slotting the arms and club into the correct swing path to give them the correct release and ball flight. Bobby Jones, Adam Scott, Nicklaus, Woods, Faldo, Snead = perfect downswing and ball flight.
