Politicians usually want to know the pulse of the opposition about a critical issue before they decide on it, usually such decision would be in line with what the popular belief is. Maybe that is how politics work, but President Trump, being a decisive leader, would not care what the opposition would think or do against him as long as he could keep his promise to the nation he would go on to keep that promise.
