Evidence to the Home Affairs Select Committee β Heroin Policy
1.Β The Governmentβs strategy document points out that we have over 300,000 heroin and crack addicts in this Country.Β Β Β Two-thirds of problematic heroin consumers are suffering from childhood trauma β sexual or physical abuse or neglect.Β The rest are suffering mental health problems or adult trauma.Β They are self-medicating with heroinΒ to cope with their profoundΒ emotional pain.Β Β Β Heroin kills more people than any other illicit drug.Β At the same time heroinΒ generatesΒ Β£5.1bnΒ for drug dealingΒ criminals. This is the largest section of the drugsΒ marketΒ andΒ the County Lines activityΒ isΒ focused entirely uponΒ heroin and crack cocaine.Β Β Heroin and crack cocaine togetherΒ are linked to half of all theft,Β burglaryΒ and robbery.Β This is a direct result of vulnerable consumers being exploited by criminals.Β Β If prescribed cleanΒ drugsΒ then all the criminality driven by the need to find money every day would disappear.Β
2.Β We have clear evidence in support of policies which radically reduce heroin addiction and yet the strategy makes no mention of such policies.Β (Drug WarsΒ by Neil WoodsΒ andΒ UchtenhagenΒ research papers).Β The Government acknowledges that we have seen βdisinvestment in adult treatment with an even greater reduction in funding for young peopleβs specialist substance misuse servicesβ over the past ten years.Β Β The strategy aims to reverse those cuts and we welcome that commitment.Β However, even before the destruction of drug services, this Country had an appalling record of heroin addiction.Β Β The strategy, as it stands, will do little to improve that record.
3.Β How, then should the Government proceed?Β We need to look to our own history to find the answer.Β Β In contrast to the US and its puritanical, judgemental policy, the UK regarded addiction as a medical condition.Β Anyone who developed a heroin or cocaine habit would go to the doctor and receive a prescription for the drug in question.Β In numerical terms, the UK had no drug problem.Β Β From the 1920s to the 1960s our heroin consumers were numbered in hundreds.Β At the same time, the US with its judicial and punitive approach measured theirs in hundreds of thousands.Β Β The simple lesson is that if Government gives organised crime control of these commodities, they will ruthlessly market them and exploit the vulnerable to maximise their profits.Β Β This is what happened in the US in the 1920s and in the UK in the 1970s following the introduction of the Misuse of Drugs Act 1971, which had followed the UN Single Convention on Drugs of 1961, driven by the US.
4.Β When Britain gave up our medical system for responding to heroin addiction, under US pressure, this Country had 1,046 heroin consumers and the numbers were falling.Β Β Β TwentyΒ years later weΒ had hundreds of thousands.Β Β SinceΒ thenΒ Organised Crime has become more violent and more ruthless in their drug dealing.Β Β Now they have children at the shop front of the heroin market.Β This is a direct response to the police success in catching adult front line drug dealers.Β Β Police are good at this level of activity.Β
5.Β There was a brief revival of the British System inΒ the Wirral and WidnesΒ between 1982 and 1995.Β Dr John Marks used the still legal British prescribing system to protect problematic drug users in his clinics.Β As aΒ resultΒ the dealers went away.Β Crime dropped 93%Β compared with other policing areasΒ nearby.Β None of his patients died. His sex worker patients were rescued from exploitation.Β Interestingly, Marks and Spencer gave Dr MarksβΒ clinic Β£1000 with thanks for stopping the shoplifting!
6.Β Publicity about Dr Marks reached theΒ USΒ and the American Ambassador was outraged.Β Β Dr.Β Marks clinic was shut down and he emigrated to New Zealand.Β Deaths of heroin addicts returned toΒ the Wirral.
7.Β The lesson from this history is, surely, that the first step in a heroin policy is to accept that heroin addiction is a medical problem and that patients should be prescribed safe heroin, thus protecting theΒ patientsΒ and closing down the criminalsβ trade.Β But, of course, more should be done.
