I'd say bit of both cause you gotta be accurate and able to throw it far, but you gotta hope it doesn't get picked or dropped.
It's a mix of skill and luck, you can influence how consistently you get the ball in the right zone, but then it's (literally) out of your hands. And the sample sizes are too small for luck to balance out
