They need to keep track of what players are getting injured and taking timeouts. And if they are not actually injured once the game is over, a fine will be given to the program or head coach.
All they need to do is make players who get an injury timeout either sit out for 4 or 5 plays or take a delay of game penalty. It would end this immediately. Making them sit for 1 play is nothing
