In 1979, China and the U.S. signed the China-U.S. Science and Technology Cooperation Agreement, an important document which has paved the way for cooperation in science and technology between the two countries. It has been renewed every five years since. But this August, it is due to expire again, and with the U.S. antagonism towards China at an all-time high during a heated election year, it’s uncertain whether the STA will be renewed again. What have the two countries gained from 45 years of science cooperation? Why is there opposition now? And how can China and the U.S. strike the right balance between openness in science while also safeguarding national security?
