Until 2018, there was only one possiblitly to drop the ball outside of the bunker in the case of an unplayable ball. You were forced to go back to the the spot where you played your last shot. This would cost you one penalty stroke.
As of 2019, you are allowed to drop the ball directly behind the bunker, but for 2 penalty strokes. Have a look at the video to see how this works.
