bridge deck over water hazzard is considered penalty area, so he's not allowed to sole the club or hit it during practice swing, I think.

It’s his choice whether he can take a drop from something man made or play it as it lies. Golf shots sometimes seem harder in this kind of predicament but there’s not one shot known to man that they haven’t practiced.
Advertising at its worst as well, his skill level has nothing to do with that wedge
