It’s no more complicated than this: If a putt is conceded at any time in match play, as it was here, it is implied that when the time comes to hit that putt, it will be conceded. That does not mean “If you would like to accept that as your final score, you may take that in exchange for your playing partners continuing”. Scramble, better ball, does not matter. Red shirt isn’t technically right; it’s technically wrong. It is no different than if playing 4 ball in the Ryder cup, Europe concedes JT’s par putt, he picks the ball up, and then Spieth can attempt his birdie. JT picking up his ball doesn’t end the hole. My first instinct was that the guy in red is an asshole and although technically it’s a 5, it’s definitely a 4. It could be argued that they didn’t agree to use the official USGA ruleset beforehand and so those niche USGA rulings aren’t applied, which would for sure make it a 4.
However, I just watched the video and it starts off by the white guy in blue being an asshole and not letting the group in red hear the distance on the first tee again when they missed it the first time and their caddy wasn’t there.
Then on the 2nd hole the guy in red specifically tells them that tapping in would end the hole for them and not give the other guy a chance to put, so the group in blue had been told the rules by the guy in red very recently prior to this incident happening. With that in mind, I’m kind of on the guy in red’s side. If the guys in blue want to be pedantic about the rules *and* the guy in red told them the rule, he’s allowed to then be pedantic about the rules back and it’s on the group in blue.

The proper course of action is to engage the Marshall or whomever is assigned the rules judge. Both pissing around for a while only makes it escalate.
Edit- to weigh on the rule. Typically you ask if it is ok to finish with the understanding that the partners can finish or ask if that is good if nobody makes. If red gives a good to it then it’s a non starter. Dave needed to be clear and not assume that he had the good, especially when money is at play. Red shirt needed to calm down. Doubt that stroke makes a difference in the outcome because the distraction is going to cost him more strokes than the one.

I would say 90% of scrambles I’ve played in have had this rule you cannot finish the tap in. I’ve seen a few more serious scrambles where they have specifically allowed it to improve pace of play. It’s a mental advantage knowing you are in for a given score. That said more often than not the following players will hit the putt much too hard knowing they are already in.

1. Red shirt is technically right. This video is based off the Ryder cup and those are the rules in the Ryder cup. Plus they are playing for $30,000. He clearly comes off like a dickhead, and if you so this in a casual scramble with your boys or a work event you are unbearable.
2. Later in the video (hole 7) the other team calls out the red team for not putting their mark down on a 3 foot putt that the first putter missed and second putter made giving them a stroke penalty. I would say that’s equally as nit picky especially when the team calling the rule did the exact same thing 2 holes in a row prior.
It’s whatever and led to a good match and good video. I think a lot of things change when there is big money on the line. But it’s a barstool video so I’m sure there were no clear rules laid out.
