Dr Umar, yes there is a connection between young boys, the schools and prisons. In Philadelphia , some parents do not take education serious . FRANKLY, ALL black kids need to be tested and placed on an IEP. That way, we could monitor his or her progress and mandate that he or she get the required help that they need. IF you do not test how will you measure the progress ?
