This dude will probably run sub-10 with a legal wind, at least one or more times, before the U.S. Outdoor Nationals take place in Eugene, starting on July 6th. Having said this, when I ran in college, a school record could not officially count for an outdoor sprint race under 400 meters, if the time was wind-aided. In fact, I've never seen this happen. Does the current VT Athletic department not adhere to this universal guideline?
