If police get more money for more crime how do you get the police from creating crime to increase their funding? Issue of poverty and sibling of crime could never be addressed effectively because they are very nuanced and the solutions, if they could be devised, would not be politically glamorous. Also, a solution would not be politically expedient in the long run. If a politician(s) were ever able to come with a solution(s), turn around expedite it (them) and then say "I did that!" They would be out of a job before the day was out.
Maybe people are just going to be and do what they do. Money can’t fix everything.

Dumping money on this problem will do nothing until idiots stop having kids! That is the root of all the country's problems and undeniably feeds into: homelessness, drug addiction, welfare, high prison rates, crime. In overwhelming proportions, kids who grow up in an unloving, unsupported, undisciplined household by people with horrible habits and decision making skills will turn out to be a burden on society…PERIOD!!! Mom works a minimum wage job or is on welfare, chooses a total deadbeat to sleep with and all of a sudden she has 3 kids and no means. IDIOTS HAVING KIDS!!! Now the kids gets raised by a bitter woman who will pass on her horrible and instinctual decision making skills that lead her to choose a total loser with whom to reproduce. There is nothing more societally affecting that having kids, yet any idiot can just push a litter out. You need a license and have to take a test to handle food, yet a bipolar, drug addict can shit a kid out, and then who thru no fault of their infant self, has a 99% chance of being a non-productive burden on society and a massive suck on resources….food stamps, govt housing, welfare, medicare, prison (now $50K per inmate per year with a staggering rate of recidivism). The fact that we are not all required to have a license to have a kid is baffling to me. Bare minimum…you should have to pass a psychological evaluation, plus prove you have the means to support yourself and baby. You should not be allowed to bring another human into this world if you can't support yourself. Simple…if you want society to support you with a welfare check, you have to pick it up in person and get a birth control shot. (All birth control should be free and readily available and there should be massive educational campaigns that explain to kids that if you have kids early, out of wedlock and without a job, you are tanking your own future potential and also the life of your baby.) If you still want to work around that system and still have a baby, fine, you're simply not eligible for govt aid and you can seek out support from your church or private means, but it should be illegal for the govt to reach into the tax payer's pockets and force them to pay for someone who cant support themselves and then is also allowed to double down on being a burden by bringing another baby into the world. Just look at other countries that don't have these issues. There's a sense of personal and societal responsibility and civic pride that permeates their entire culture. The US has officially lost its way and we are well entrenched into a culture where everyone is entitled without working hard and everyone is a also a victim and refuses to look inwardly for the reasons behind their failings. "Personal responsibility" is not even a basic tenet of life anymore in this culture.

Politicians only do what they have to do to get your vote.
We have poured the equivalent of trillions into poverty programs.
Politicians and unions are feeding off these failing systems. Politicians skim money, pass money around to their pals.
Union members can't be fired. That's job security. Union members vote for job security even if they don't like what the politicians are doing.
Let's say you're a teacher or school administrator in Chicago. The public schools are crap. You can't improve them without getting rid of ineffective teachers and administrators, but making it possible to fire them means all teachers/administrators can be fired vs leaving things as they are and having life-long job security at the expense of the kids.
Teachers/administrators have kids, too, mortgages, etc.

What's crazy to me are the people who further think we can give a basic income to everyone in society and expect things not to devolve even more. Imagine how many otherwise industrious people would be more than happy to have their bills paid and just sit around watching TV or playing video games all day with the bare minimum for everything else. Welfare has saved a lot of people from outright homelessness and starvation, I don't think we can deny that, but it has had a horrible impact on low income communities over time. And that's not just black communities, there are plenty of predominantly-white low income communities that are ravaged by this disturbing marriage of hopelessness and laziness.
How Human Nature Works
Human nature is the desire to receive, also called “desire to enjoy,” and it functions by receiving what is beneficial to itself and rejecting what is harmful. Everything in our lives is built upon this calculation where we first try to distance ourselves from harm, and then seek how to draw ourselves closer to what is beneficial.
Human nature also includes a multilayering of systems that work simultaneously on still, vegetative, animate and human levels. One of those systems is our bodily one, which operates involuntarily. If our bodies are healthy, then they know what is good for them and draw that goodness to themselves. After the bodily system, there is the emotional system, which also functions relatively according to instinct. From the emotional system, we move to the mind, and from the mind to the intellect, and so on. That is, we have systems over systems that concurrently work on receiving what is beneficial and rejecting what is harmful.
Such is human nature and the essence of our lives. Our every desire, thought and action operates according to the calculation, “How can we receive what is most beneficial to us and reject what is harmful?”
