This is a stupid question, any club you can afford in your circumstances is a budget club, because it fits in your budget.
Should you buy inexpensive or cheaper clubs is what they were looking for, and the answer is yes, after doing your research. Cheaper doesn't always mean crap.
If you're new, and don't have good access to a trustworthy golfer with experience, then brand new budget (reputable brand, which is pretty easy to research) all the way. It's all well and good for people who have years of experience and have seen different clubs come and go to say that they can pick up a decent set at a good price, but if you don't have that access it's not that easy (and you're 15 hcp mate doesn't have that expertise). If you can get a trustworthy golfer to pick out a set of second hand clubs, absolutely, go for it.
