Maryland could begin recovery as early as May if coronavirus numbers continue to plateau, Gov. Larry Hogan said Friday afternoon while announcing the state’s recovery plan. Hogan said the state has worked over the past several weeks in consultation with scientists and public health experts to develop a safe, effective and gradual roadmap to recovery from the coronavirus pandemic.
