Phil Mickelson’s ball was up against a tree, how did he end up getting free relief?

A.
The player had interference with a piece of wire that had come loose from being wrapped around the tree. The wire was considered an immovable obstruction rather than being a movable obstruction, as it was still partially attached to the tree. A lot of the professional tours have a Local Rule denying relief from wires around trees. In this case the wire has partially detached itself, allowing Phil to get relief. Therefore Phil was permitted to proceed under Rule 16.1.
