    If you’re looking to play by the letter of the rules, read Rule 16. It gives information about free relief options. In a tournament this would surely be marked as Ground Under Repair. If not, it sure looks like some sort of animal hole which would also entitle free relief.

    Definitely. If a real course, woukd be circled as ground under repair. It’s just part of a course in terrible shape. Clearly should not be a penalty moving the ball out of that situation

    Free relief. Find the nearest point of reference of complete relief and drop within one club length not nearer to the hole.

    You would get relief from that under rule 16 but that is not the same as “unplayable”, rule 19.

    Determining that a lie is unplayable is completely up to you in that case. You could invoke the rule on the green. But it’s a 1 stroke penalty.
