Are you permitted you remove sand or dirt from behind your ball in the general area?

A.
Not if it is going to improve your lie of the ball, the area of your intended swing, or your stance (although you may firmly take your stance which may result in reasonable movement of sand – this shouldn’t be immediately behind your ball though).
Rule 8.1
Grounding your club behind your ball in a bunker is a penalty under Rule 12.2, not this Rule.
