Feels like no mater what I do I can't get my path to go from in to out, never been able to hit any draws besides a pull draw, is there anything glaring I should look at or drills/feels to work on? Is it a takeaway issue/setup issue?

Watch your swing over and over in slow motion, you’ll be able to observe when things go wrong. But your takeaway is too far inside, then before transitioning you chicken wing your trail elbow up even further. During the transition or re-route you get really steep. As you see here, your path to the ball in red is very steep. You want to be more along the blue line. So think in reverse, more outside in takeaway, then better rotation will get the club in better position before you come down.
Alignment stick through your belt loops. Right now your hands would fall well BEHIND the stick, you want them to be in front of the stick. Goodluck

You need to intentionally try to hit the ball right. Don’t care about where it goes but actually stand straight and swing in a way that forces you to hit right. Get the feel for that. Once you have that go back to your normal swing and imagine dropping your right hand in your back right pocket as you start your down swing. I did this for a while and it helped immensely to get the right path when coming down
