After years of talk and tire-kicking, the wheels are finally in motion to develop the former Bally Haly golf course in the east end of St. John’s.
An application by KMK Capital to rezone the roughly 120 acres of land sailed through the city’s committee of the whole yesterday, on its way to a future vote of council.
That rezoning would allow everything from offices, retail, personal service, clinics, recreation and open-space uses –not to mention about 1,250 residences, including single houses, duplexes, townhouses, four-plexes, and apartments.

Councillors, including Deputy Mayor Ron Ellsworth, repeatedly cautioned that the proposal is in the early stages, and that public consultation will be paramount throughout.
“This is the very first step in the process,’ said Ellsworth. “And for those that were concerned that there was no communication on this item before now, there was nothing to have communication on because there was no application. So until we get an application to start the process, having communication becomes very challenging.”
The original Bally Haly club and course was sold and closed in early 2023, relocating to the Clovelly course to the north.
