call this the one-cent fender peel off some electrical tape cut that off might stick it just a little bit above the tire put one more piece across the top what it does is it prevents water and mud from spraying forward through that Gap and then blowing back into your face and boom your one cent fender

If this on the front of the fork it be will force-fed water between the adhesive side of the tape and the fork surface it is taped to. Capillary action will do the rest.

Road bikes in the 80s had a similar thing that mounted onto the brake, it was ment to clear punctures out of tubular tires but it often did the opposite
