If he says that he pulled out and it wasn't a genuine attempt at hitting a shot then it is no penalty
Not a stroke, didn't touch the ball. He might as well have done a practice shot without a ball.
He addressed the ball and swung, even if your having a stroke, it's still a stroke
gotta stay in the moment.
You have to intend to hit the ball for it to count as a shot. If you deliberately pull the club away from the ball, you obviously don't intend to hit it. No penalty. NOT a 'fresh air'.
