Let us hear from a golf professional who truly understands the rules of the game ,for instance was he playing a provisional ball (replacement) as his original was lost and to continue to search for it would have caused unnecessary delays in playing the game .Was playing a dropped ball a club length away from the last presumed position of the original ball within the rules ,,I'll bet not one of you know .Was the original ball " Out of Bounds " and club rules allowed a dropped ball and so on Ad Infinitem
Further information on the rules of Golf are included here for your education. Regarding the dropped ball this is allowed in the rules of Golf .If a player's ball is perhaps in the rough and is considered Unplayable then the player is allowed to take Relief by moving the ball no more than two Club lengths from the original position of the ball but no closer to the green .By taking this relief under rule 19 a one stroke penalty is awarded . The player may also return to the tee and play again also taking a one stroke penalty but they are not allowed to disrupt the play of others playing behind them and so the dropped ball is the best option to maintain momentum.A good caddy will always reach the ball first and if need be will adjust the position of the ball .The President did not cheat as his Caddy under the rules moved the Golf Ball as it was deemed unplayable.

Clowns would report on something so absurd without knowing the full situation of why the ball was dropped. There are multiple reasons this would be done and NOT considered CHEATING. That is not cheating. It's only cheating if you are playing in a tournament or against someone else. You can do what you want on a golf course otherwise. The exception being putting scores in Jhin for a handcap for example. Once should follow the rules of golf to calculate a handycap.
